Rob Lowry

Rob Lowry, BArch, MBA

Rob is a Senior Associate of SEG, focused on public sector procurement, particularly fairness monitoring, procurement strategy and alternative service delivery. He has a first-hand appreciation for the demanding requirements and expectations for fairness in all aspects of public procurement.

Rob joined SEG in 2011 and led the development and management of SEG’s procurement and fairness advisory services from September 2012 until May 2015, when he stepped back from full-time consulting.

Rob provides expert-level consulting advice in all aspects of procurement and fairness and has been recognized by his clients for expertise, integrity, creative strategies and practical business results. His career experience has been balanced between management consulting and public sector executive responsibility for large acquisition programs (more than 35 years in public procurement). He has been a practice leader for procurement and fairness in consulting firms, delivering project assignments and providing oversight and quality assurance for procurement and fairness engagements.

Procurement and Fairness Advisory Services
  • Since 2000 Rob has provided procurement advice on more than 50 public procurement initiatives, and fairness advice for more than 35 large public procurements, in assignments with Ontario ministries, provincial and federal agencies, and municipal departments.
  • Rob has been the lead consultant for several large and complex projects, often being regarded as a “trusted advisor” providing advice directly to executives in the owner organization, and simultaneously mentoring project team members.

Background and Qualifications

Educated as an Architect and known for his integrity with strong communication skills, Rob has led large organizations, facilitated teams and provided oversight for a broad range of procurement initiatives. He has more than 35 years of experience in public procurement and more than 10 years as a Fairness Monitor.

Since 2000 most of his assignments have related to capital development – buildings and civil infrastructure – primarily with Ontario ministries and agencies, including both process and fairness advice to several large public procurement initiatives.

Earlier in his career, Rob held the position of Executive Vice-President for Property Development in the Ontario Realty Corporation, where he had executive accountability for design and construction contracts and led the project team for the transformation of this provincial agency. In 1999 he left this successful career in the Ontario Public Service to return to management consulting.

Rob is known as a strategist, a creative problem solver and a mentor. He has produced practical results by working closely with all project participants. Throughout his career he has established a reputation for integrity, creativity, expertise and results, delivered with respect and good humour.

Board Appointments

In early 2007 Rob was appointed to the Board of Parc Downsview Park Inc., a federal crown corporation, and his appointment continued until 2012 when the corporation was merged into Canada Lands. He served as the Chair of the Development Committee addressing the significant creation of Canada’s first national urban park and planning to sell four residential neighbourhoods to establish a permanent financial sustainability for Downsview Park and its educational, recreational and sports programs.
