Gary is a leading human services consultant specializing in consulting to government and to community services. He has rich experience in the health, education, and social services sectors in the following service areas:
Restructuring and Start-ups
- Gary has worked closely with numerous communities and government ministries, as their human service networks have dealt with rapid changes to the services system.
Planning and Performance Measurement
- Gary has completed several strategic planning processes for organizations such as Surrey Place Centre, Variety Village, Turning Point Youth Services, the Ministry of Health: Community Health Centre Programme, the Municipality of Thunder Bay, Social Services Department and the City of Toronto, Social Services Division.
Governance and Organizational Effectiveness
- Gary has undertaken numerous organizational, operational and governance reviews of organizations such as Northern Diabetes Health Network, Simcoe County Children’s Aid Society, The Regional Municipality of Niagara, Social Assistance and Employment Opportunities (SAEO) Division and Children’s Services Division, LAMP, Youthdale Treatment Centres, Canadian Crossroads International and Grey Bruce Community Health Corporation.
Shared Services and Service Improvement
- Gary has completed a number of shared services projects including recent ones for the Commission to Promote Sustainable Child Welfare, for the Centre for Social Innovation in Halton Region and for the United Way of Peel.
Many of Gary’s consulting assignments have examined the role of government and the accountability structures required as part of system change. In November 2004, Gary was appointed by then Minister of Community and Social Services, the Honourable Sandra Pupatello to act as an Independent Manager at the Oaklands Regional Centre. As part of his work there, he authored a future vision for Oaklands including its position as a Centre of Excellence for Regional Specialized Services.
Other project experience includes organizational, management and program reviews, as well as inter-agency coordination and planning. Previously, Gary was chosen and designated a Preferred Change Management Consultant for the Ontario Association of Children’s Mental Health Centres, a provincial association serving over 90 organizations throughout the province.
Before 1987, Gary held senior management positions in the children’s mental health and developmental service sectors, as well as having been a special education teacher early in his career.
